On July 6, 1999 a total of 135,776 Conectiv (Delmarva Power & Light) customers on
the Delaware peninsula experienced electricity outages from rotating load shedding,
following the loss of the Indian River 2 generator.  Dr. Glover testified before the
Delaware Public Service Commission regarding the cause of the outage and the
general service reliability of Conectiv.  The three figures show the effect on system
voltages of adding a Static Var Compensator (SVC) at one substation and an SVC and
